Policy at the Pace of Innovation: AI in Southern State Healthcare Systems


Artificial intelligence is advancing rapidly across healthcare systems, prompting state policymakers to examine how these technologies may influence clinical care, insurance processes and regulatory oversight. As AI tools expand in scope and capability, legislatures and state agencies are evaluating how to approach governance, implementation and oversight.

To explore these developments, CSG South hosted a webinar titled Policy at the Pace of Innovation: AI in Southern State Healthcare Systems. The session featured Senator Bo Watson of Tennessee, chair of the Senate Finance and Ways and Means Committee and creator of the state’s AI Advisory Council, who shared insights into how states are evaluating the role of AI in healthcare systems.

Watson discussed how states are approaching artificial intelligence through advisory councils and study groups designed to help policymakers better understand emerging technologies and their potential implications. He noted that many states are examining AI applications across several areas of healthcare operations.

Key themes included:

  • Clinical applications. AI tools are increasingly used alongside electronic health records to assist with documentation, analyze patient data, and support clinical decision-making. Some systems also monitor patient conditions remotely and alert providers to potential changes in patient status.
  • Hospital operations and efficiency. Healthcare systems are using AI to analyze operational data, helping providers manage patient flow, predict length of stay and coordinate care across hospital departments and facilities.
  • Insurance and claims processing. AI tools can analyze large data sets to support claims review and identify potential waste, fraud or abuse. Policymakers are examining how these systems should incorporate human oversight, particularly during appeals and final determinations.
  • Regulatory oversight. State health agencies and regulatory bodies are considering how AI may assist with audit reviews and data analysis while maintaining appropriate oversight of healthcare providers and insurers.

Throughout the discussion, Watson emphasized that many states are in an information-gathering phase as policymakers assess how emerging technologies may shape healthcare delivery, administration and regulatory frameworks.
