Interstate compacts provide states with a formal framework for addressing shared issues across state lines. With 722 interstate compacts involving states across the CSG South region, these agreements span areas including occupational licensing, natural resources, and public safety. This webinar examines how interstate compacts are developed, how they move through the legislative process, and the considerations involved in determining when a compact is the appropriate tool.
Daniel Logsdon, director of the National Center for Interstate Compacts at the Council of State Governments, outlines the legal and practical considerations that shape interstate compacts, including enforceability, compact language, and the limits on substantive changes once states enter an agreement. Drawing on recent occupational licensure compacts, including those for athletic trainers, cosmetologists, and teachers, the session also examines how compact proposals take shape and the roles state agencies, licensing boards, and other organizations play in the process.
The discussion also considers when other forms of interstate cooperation may be appropriate and provides context for emerging compacts that could receive legislative attention during the 2027 sessions.
